Austerity Measures
  • Launching a self-funded, district-wide energy management program. Changes to our energy consumption habits over the past two years have resulted in $2.7 million in cost avoidance for the district
     
  • Forming a business partnership with OhioHealth that funds approximately $30,000 in district communication initiatives
     
  • Identifying and resolving false residency and custody cases that saved our taxpayers $227,866 in resources that otherwise would have been spent on students who did not legally reside in the Westerville City Schools District
     
  • Producing and selling a DVD about practical and successful Formative Assessment techniques. Profits from this venture funded professional development activities for our employees during Waiver Days and contributed to saving the district more than $200,000
     
  • Piloting the first phase of a performance management system that allows district officials to examine the responsibilities of vacant positions and determine if those responsibilities can be met more effectively and efficiently in other ways
     
  • Implementing a bar-coding system at the middle school level that permits better tracking of textbooks. As a result, this is the first year the district did not have to purchase additional “replacement” textbooks
     
  • Establishing a “zero-based” budgeting process to more closely monitor and control the development of school and department budgets
     
  • Acquiring new software that allows the district to monitor the costs associated with each aspect of every program and subsequently identify waste that can be eliminated or efficiencies that can be implemented
     
  • Restructuring district bond debt to save an estimated $2.2 million for taxpayers
     
  • Maintaining a lean management staff. The district’s student-to-administrator ratio is 598th out of 609 Ohio school districts for which this ratio is calculated
     
  • Taking measures to reduce premium payments to the Bureau of Workers Compensation by nearly $4 million
     
  • Living the mantra of “do more with less.” District custodians maintain 31 percent more square footage than the national median; the grounds crew maintains 79 percent more acreage than the national median; the transportation “cost-per-mile” is 3 percent less than the state average; and the maintenance “cost-per-bus” is 18 percent below the state average. The district’s Office of Facilities and Operations achieves these efficiencies while maintaining a 98.9 percent customer satisfaction rating
     
  • Securing grant funds and re-enrolling dropouts in our Educational Options for Success program, thereby generating an additional $141,600 in revenue for the district.
